Our client’s development plans had been stymied for years by Dorchester County’s refusal to release our client’s property from its utility’s service area. The County’s utility lacked the resources and infrastructure to serve the property. The property had long been annexed into the City of Summerville and its utility could serve the property. We painstakingly analyzed each utility’s governance documents and enabled legislation, bond covenants, annexation records, and other resources to make a convincing case to the relevant decision-makers. This enabled us to successfully negotiate a positive outcome to this dispute without engaging in litigation against the County.
